Does 1989 seem a long time ago, or a short time ago?
Recalling, say, 1998, that doesn't seem too long ago, and back in 1998 one's recollections of 1989 didn't seem that long ago, hence from the transitivity of the 'doesn't seem that long ago' relationship, it follows that 1989 doesn't seem that long ago.
